Audit II project
(April 2001- March 2003)
The Goals
The AUDIT II project is the second comprehensive study on energy auditing in the Member States. The first study was carried out in 1998-2000. The main aim of the AUDIT II project was to start-up long-term and continuous EU-level co-operation in the area of energy auditing and broaden this co-operation to cover also the Central and Eastern European Countries as the second step. The main aim was to be met by the following project phases:- Update the recently concluded analysis of Member State energy audit programmes (AUDIT project)
- Analyse horizontally (5 crucial topics e.g. auditors´ software, training programmes, audit models) the collected information on the national energy audit programmes in order to find the replicable elements, ideas and concrete auditing tools already in operational use or under development within in existing programme schemes
- Explore the existing potential organisations in order to fond a functional home base for a network of Programme Administrators and Operating Agents as well as giving a launching kick for the operation of the network of the OAN
- Arrange the first Operating Agents´ Network Meeting
- Broaden the study to cover the Central and Eastern European Countries
- And as part of the reporting of the project, develop a Guidebook for Programme Developers
The Deliverables
All set goals have been met. The reporting of the project is divided into three levels. The Guidebook is the top-level report presenting concrete knowledge on planning, development and operation of energy audit programmes and crucial information for decision makers and programme developers. The second promise has been met by five Topic Reports which all are thorough presentations on areas which have a significant effect to the quality and cost-efficiency of an energy audit programme. At the third level there are total of 27 Country Reports providing detail information on the national energy audit programmes and schemes in the Member States and in the CEECs.The Operating Agents´ Network, needed to take over the responsibility of long-term international co-operation was established in February 2003 as a working group (WGEA) of the European Energy Network (EnR).
The AUDIT II project was co-financed by the European Commission from the SAVE II Programme. The project partners, Team AUDIT II are Ademe (France), Adene (Portugal), C.R.E.S. (Greece), E.V.A. (Austria), IFE (Norway) and Motiva (Finland).
