Energy Services Directive

The Directive on energy end-use efficiency and energy services (2006/32/EC) came into force in 2006, and had to be transposed into national legislation by May 2008. The directive covers all uses of energy in Finland with the exceptions of marine shipping, air traffic and industrial facilities covered by the Emission Trading System.

The directive sets Finland an indicative target to strive over the period 2008-2016 to achieve annual energy savings by 2016 amounting to 9 % of average annual energy consumption during the period 2001-2005, equivalent to annual energy savings of 17.8 TWh.

The directive also obliges EU member states to ensure that their public sectors set good examples by using energy services and adopting other practices that improve energy efficiency, thus also promoting the wider availability of such services by building up demand.  Member states must report to the EU Commission on their actions and the consequent energy savings through national energy efficiency action plans submitted in 2007, 2011 and 2014.

Finland’s NEEAP includes a review of the situation in all of the sectors covered by the Energy Services Directive, together with details of measures carried out to improve energy efficiency over the period predating the directive (1995-2007) as well as new measures designed to result in energy savings during the period of the action plan.
