The aim is to reduce the use of virgin resources by maintaining the value of materials in the economic cycle for as long as possible and decoupling economic growth from the increasing consumption of resources.
The circular economy is also an important part of societal security and preparedness. It can secure access to materials and energy, strengthen self-sufficiency and reduce vulnerability to global shocks. Circular economy solutions – such as resource efficiency, local material recycling schemes and nutrient recovery – increase the resilience of society as a whole and support a sustainable, stable future.
The circular economy is driven by product longevity, maintainability and the use of recycled materials – but also by new services, business models and innovations. This transformation requires new ways of thinking and collaboration between businesses, the public sector and consumers.
Finland wants to be a pioneer in the circular economy. The transition can only succeed with expertise, motivation, and extensive cooperation.
The circular economy is promoted by designing products to be durable, maintainable and repairable, and by using recycled materials. The circular economy also creates new business opportunities based on maintaining the value of materials and innovations in the sharing and service economy. This transformation requires new technological solutions and a significant change in the way businesses, the public sector and consumers think and act.

Digital solutions
Data plays a big role in the circular economy. The management and use of data as part of operational processes must be developed in a determined way to make the circular economy work on a large scale. Motiva is involved in many projects developing digital solutions, data platforms and ecosystems for material cycles.
Circular Economy Finland (KiSu) accelerates change
Circular Economy Finland (KiSu) is the hub of the circular economy and the home of the Circular Economy Green Deal commitment.
In the circular economy, collaboration is the key to systemic change. KiSu supports companies, industries, municipalities and regions in their transition to circular economy approaches. Our network brings together businesses and organisations, disseminates information and promotes the adoption of circular economy best practices. Motiva is the key coordinator of this innovative approach in cooperation with the Finnish Environment Institute (SYKE). Motiva and the Finnish Environment Institute are jointly responsible for the activities and Motiva is responsible for communication.
KiSu has claimed its place as a catalyst for the transition and is a major player in the Circular Economy Green Deal. KiSu’s events, circular economy coffees and thematic groups have brought together actors from different sectors and disseminated information through multiple channels.
The Circular Economy Green Deal is a voluntary commitment that provides organisations with a framework and strategic support for circular economy development and investment. Circular Economy Finland is the home base of the Green Deal and will accelerate the transition in four areas of change: a material-efficient energy system, sustainable consumption and business, a regenerative food system and circular economy-based industry. Resource-wise construction is supported by the Green Building Council Finland.
The Finnish Industrial Symbiosis System (FISS) brings companies together to create new business through more efficient use of resources. FISS provides practical support to optimise material flows and achieve environmental benefits.
The Materiaalitori Marketplace – make the most of your resources
Materiaalitori is a digital marketplace for businesses and organisations. The platform allows users to report side streams, surplus materials, waste items, reusable materials and products. You can also offer and search for waste management and expert services. This free service creates opportunities for new business models and reduces material waste.
The UUMA programme promotes resource-wise road construction
The UUMA programme brings together civil engineering professionals to develop sustainable construction solutions and promote the use of recycled materials. Motiva will actively communicate the programme and promote knowledge sharing and cooperation in the sector.
