Energy performance contracts are a way to improve energy efficiency in Finland and are key to meeting the binding obligations of the EU’s Energy Efficiency Directive.

Energy efficiency agreements 2026-2035

Three energy efficiency agreements were launched at the beginning of 2026, with the aim of guiding industry, the energy and service sectors, the real estate sector and the public sector towards more efficient energy use in the years 2026-2035.

The implementation of the agreements began on 1 January 2026 and will continue until the end of 2035.

Energy efficiency agreements 2017-2025

Four energy efficiency agreements were signed for the period 2017-2025 – for business, real estate, municipalities and heating fuel distribution.

The voluntary energy efficiency agreements in 2017–2025 involved 780 companies and over 7,600 of their locations, as well as over 160 municipalities and joint municipal authorities. The energy use of the sectors committed to the agreements covered approximately 60 percent of Finland’s total energy consumption.
