Energy efficiency agreements
Energy performance contracts are a way to improve energy efficiency in Finland and are key to meeting the binding obligations of the EU’s Energy Efficiency Directive.
Energy efficiency agreements 2026-2035
Three energy efficiency agreements will be launched in Finland between 2026 and 2035 to guide industry, the energy and services sector, the real estate sector and the public sector towards more efficient use of energy. Implementation of the agreements will start on 1 January 2026 and run until the end of 2035.

Energy efficiency agreements 2017-2025
Four energy efficiency agreements have been signed for the period 2017-2025 – for business, real estate, municipalities and heating fuel distribution.
The voluntary energy efficiency agreements for 2017-2025 have been signed by 780 companies and their more than 7 600 establishments, as well as more than 160 municipalities and joint municipal authorities. The energy use of the sectors that have signed up to the agreements covers around 60% of Finland’s total energy consumption.
