Down a Degree Energy Saving Campaign Final Report

The “Down a Degree” energy-saving campaign was a nationwide public information campaign carried out during the 2022–23 heating season. It encouraged Finnish households to save energy and improve energy efficiency. The aim of the campaign was to help prevent a potential crisis by motivating citizens to change their energy and electricity consumption habits.

The energy situation became unstable following Russia’s invasion of Ukraine in February 2022. There were significant un­cer­tain­ties regarding the avail­ab­il­ity and sufficiency of energy in Finland and across Europe. Energy imports from Russia to Europe declined gradually, and Finland suspended electricity imports in May 2022. Energy prices rose, causing widespread concern about consumers’ ability to cope with upcoming energy bills.
